Immediate steps required to address police misconduct
Scope of the problem
Police abuse is often misdiagnosed as excessive force involving an individually corrupt officer. The dimensions of police misconduct go far beyond individual acts of violence. The most serious concern facing the public is not officers who will assault someone but rather officers who will lie or misstate facts on a police report leading to wrongful convictions and malicious prosecutions. Unchecked, unprofessional conduct leads to excessive force situations.
While much of the media attention is focused on excessive force the most frequent act of police misconduct is unprofessional conduct including threats, taunting, and ridicule. Unchecked, unprofessional conduct leads to excessive force situations. Citizens will often react when an officer is mistreating them or talking down to them. The scope of police misconduct also includes:

Perjury by police officers/Falsification of evidence/Unjustified arrest Misuse of police equipment including chemical mace, tasers, and guns
Excessive Force/In custody deaths Racial profiling/Discriminatory traffic stops
Failing to take police reports from citizens Harassment/Racial slurs
Sex crimes by officers Police dog abuse

To address these issues we must remove the stigma and fear police misconduct victim’s face when they attempt to report misconduct to the appropriate officials. We must also organize and explore all available remedies to abate what has become a national epidemic.

Presently, there is no national database to collect information about police misconduct. Many citizens are also routinely denied the opportunity to report complaints. These factors were the impetus for the creation of both the Policeabuse.com website and the newly developed Policeabuse.tv app.

Don Jackson and Tyra Ferrell, along with app designers have created a system that will deliver complaints of police misconduct to the appropriate authorities. It is the single most important thing we must do. All of the other efforts will be misplaced if we do not have reliable data on police misconduct.
The Policeabuse.tv app allows the user to record instantly up to six minutes of data and uploads the data to a secure server. Video sent to the server is safe and cannot be taken or destroyed by the police even if the user’s phone is confiscated.


The app also features:

• Transmits GPS Location Data to family
• Allows Users to File a Video Complaint Directly with the Police or Department Of Justice
• Information Can Be Made Private upon Request


We have designed the AMINA system (Accountability Management Information Network of America) with the following primary database functions:
• files complaints
• collects and organizes complaint information and data
• produces charts and graphs based on any data selected
• provides an internal email system within the database to ensure privacy
• provides read notifications to alert staff that a complaint has been viewed by the police
• can submit complaints directly to Department of Justice and other agencies
